When National Express acquired Connex's London operations as the nucleus of the second Travel London incarnation, its short 9.6 metre Optare Excels were transferred to Travel West Midlands. The advent of the congestion charge looming in London meant many services in the central area were upgraded in capacity and the little Excels were no longer fit for purpose. Optare 413 (R413HWU) is seen in Birmingham a year after transfer, in December 2003.
